Parliament approved the drug-policy goals in the government's renewed action plan: a drug-free society, fewer new users, helping people with substance-use problems stop, and reducing drug supply. The 2006–2010 programme combined prevention, treatment, enforcement, monitoring and international cooperation. This was approval of policy goals within the existing prohibition framework, not a new cannabis offence or evidence that the stated targets had been achieved.[1][2]
