The 1908 ordinance set 1 March 1918 as the end of ganja imports.[1] The contemporary encyclopedia also described a ban on cannabis cultivation and possession from that date, with pharmacy rules preserved.[2] Earlier imports had continued: the same work records 689 kg of ganja entering in 1913.[1]
