Law 5/1988 created the Special Prosecutor's Office for the Prevention and Repression of Illegal Drug Trafficking, based in Madrid with nationwide functions. It coordinated prosecutors, handled specified trafficking cases and investigated suspected traffickers' assets. This institutional change concerned illegal drugs generally, including cannabis; it did not itself create a new offence of personal cannabis possession.[1]
