The Penalties Miscellaneous Amendments Act 2009, No. 14 of 2009, amends sections 35 and 39 of the Dangerous Drugs Act and commences on 1 October 2009, according to the authorised reprint’s endnotes. The resulting section 39 expresses fines as 5,000 penalty units on summary conviction and 100,000 units on conviction with assessors, alongside six-month and ten-year imprisonment maxima respectively. No current cash conversion or before-and-after increase is inferred without reviewing the older penalty and unit-value rules.[1]
