Romania adopts a dedicated drug-control law

Law 143/2000 replaced the narcotics provisions of Penal Code Article 312 with a dedicated framework covering trafficking, personal-use offences, investigation and treatment. Its original Article 4 prescribed two to five years' imprisonment for unauthorised cultivation, production, purchase or possession of drugs for personal consumption. The law was published on 3 August. It preserved a criminal approach to personal possession rather than creating a personal-use exemption.[1]
