Debate 🇵🇹 Portugal

Portugal publishes a national framework for drug harm-reduction services

Decree-Law 183/2001 established a framework for outreach teams, contact and information points, shelters, needle exchange, low-threshold substitution and supervised-consumption programmes. Its supervised-use provisions targeted intravenous users and required separate authorisation, trained health support and evaluation. The framework complemented the separate decriminalisation reform and aimed to connect marginalised drug users with health care and treatment. Publication of the rules did not itself establish that the envisaged facilities had opened. The date is publication in the Official Gazette, following promulgation on 7 June 2001.[1]
