Law 30076 excluded people convicted of drug offences, except small-scale dealing, from sentence reductions, semi-liberty and conditional release. In October 2014 the prisons held 71,596 people in space for 31,734, about a quarter of them for drug offences, and six in ten women prisoners were held for drugs. Two-thirds of anti-drug police operations targeted users, most often for cannabis.[1]
