Norway adopts a drug-free society as a national policy goal

Government white paper 13 for 1985–86 introduced a drug-free society as the aim of Norway's response to narcotics, including cannabis. It sought a systematic framework for future action rather than presenting concrete new measures. The policy statement did not itself amend possession penalties.[1]
