Until 1974 the Soviet criminal codes punished making and dealing in drugs; personal use and possession without intent to sell carried no penalty. A decree of the Supreme Soviet on strengthening the fight against drug addiction changed that across the union, Soviet Moldavia included: possession without intent to sell became punishable with up to three years in prison. The 1987 edict later softened first small-quantity possession to an administrative penalty.[1][2]
