From 1956, anyone who grew a drug plant, made drugs or used them without a health ministry licence faced prosecution under a new licensing law. The law relied on the Penal Code's existing drug articles for the penalty and let the health minister change the list of controlled substances. Law 44 remained the base of Libyan drug control until a comprehensive rewrite in 1971.[1]
