Government figures for 1961 counted 2,469 cannabis-possession prosecutions and ten for cultivation, as reported in Samson Ndanyi’s archival study.[1] Reported sentences included fines and prison terms up to six months.[1] Police cautioned that increased prosecutions did not establish increased use.[1]
