The Kazakh republic’s July 1987 decree added a separate criminal offence for repeatedly buying or keeping a small personal quantity after an administrative penalty.[1] It also covered non-prescribed drug use: the 1991 reform expressly deleted use from that offence while leaving the possession offence in place.[2] The change exposed users to criminal prosecution as well as the administrative system.[1][2]
