The decree of 18 December 1975 governed the trade in and use of narcotics and the offence of illicit trafficking. It was amended by laws of 1979 and 1980, partly repealed by a law of 7 June 1982, and amended again by decree in 1989, before the 2001 law took its place. Its text was not read; it is known from the 2001 law's preamble.[1]
