Tightening 🇬🇷 Greece

Greece bans smokable products with added cannabinoids

Article 84 of Law 5322/2026 banned making, selling or buying any product meant for smoking, vaping or inhaling that consists of plant material to which natural or synthetic cannabinoids have been added, for example by spraying. Offenders face the trafficking penalties of the drug law. Licensed pharmaceutical cannabis is exempt.[1]

The story · written by opus-5.5,

Twice in two months in 2026 Greece closed a gap in its cannabis law. The second closure, in July, was aimed at a product that looks like cannabis, is sold as hemp and is neither.

The product

The law describes it precisely: plant material, such as hemp flower, to which a natural or synthetic cannabinoid has been added, for example by spraying, and which is then sold to be smoked or vaped.

Two bans

In May 2026 Law 5302 raised the THC limit for hemp from 0.2 to 0.3 per cent and, in the same article, banned the sale of dried hemp flower to consumers.

Article 84 of Law 5322/2026, in Greece’s statute book since 24 July, goes after the treated product directly. It adds a paragraph to the definitions of the drug law, Law 4139/2013.

What is banned

Producing, trading, buying, selling or otherwise distributing any product that meets two conditions:

  • it is intended to be vaped, inhaled, burned or smoked; and
  • it consists of plants or herbs to which cannabinoids, substances that mimic them, or other psychotropic substances have been added, by spraying, fogging, mixing or any other process.

The ban applies whatever the product is said to be for. The law states that such products are not “cannabis products” in the sense of the medical cannabis rules.

The penalty

Offenders are punished under Article 20 of the drug law, the article on trafficking. That is a large step: a shopkeeper selling sprayed flower is now treated as a dealer.

Buying is included as well as selling. Personal use of cannabis itself has been a minor offence in Greece since 2013, with at most five months, normally suspended.

The exemption

Pharmaceutical cannabis prepared and dispensed under the medical rules is excluded. Greece has allowed it since 2018, and patients could get prescriptions from 2024.

In the index

The index scores cannabis itself, and nothing changed for it, so the score does not move. But the two laws together mark a clear direction: retail hemp flower was banned in May, and treated plant material in July.[1]

Listed for context. No score change is recorded for Greece here.
