Gibraltar removes the penalty ceiling for cannabis-control rules

Gibraltar published an amendment removing the one-month imprisonment or £150 fine ceiling on penalties that the Governor in Council could set through cannabis-control rules.[1][2] The power covered production, possession, sale and distribution of Indian hemp, raw opium and coca leaves.[2] The 1951 possession rule had used that ceiling; the amendment widened the rule-making power.[2][3]
