Dubai passed its own dangerous-drugs law with the same penalties as Abu Dhabi's, up to five years in prison or a fine of 10,000 Bahraini dinars.[1] The remaining emirates had no drugs laws of their own and mostly applied Dubai's, giving the future federation a shared prohibition months before it was founded in December 1971.[1]
