The government presented a draft cannabis law covering home growing, cannabis clubs, licensed sales and exports, and taxation, with registration of users, small growers and clubs. It left out the open regulated market that had been planned. Pro-legalisation groups criticised the omission, and the drug coordinator Jindřich Vobořil said he was not giving up.[1]
