An official report described the arrest in Owando of a young adult carrying 52 wrapped cannabis portions, followed by a search of an agriculture official's home where more cannabis and an elephant tusk were found. The suspects were presented to the prosecutor. The report, dated 20 November, still cited the colonial-era 1916 poisonous-substances law as a basis for cannabis enforcement.[1]
