Juan Manuel Galán introduced draft law 27 of 2014 to regulate cannabis for therapeutic use. The Senate approved it in first debate that November. A health ministry decree of 12 November 2015 then regulated seeds, plants, production and trade for medical and scientific purposes, ahead of the law of 2016.[1]
