In December 1982 Brunei introduced the death penalty for drug offences, and a 1984 emergency order made it mandatory for trafficking, importing or exporting more than 15 g of heroin or morphine, possessing more than 30 g for trafficking, and manufacturing those drugs. Cannabis was not covered by that capital schedule; it remained illegal but not capital until the 1992 order. The 1992 order later extended the same schedule to cannabis.[1]
