Cannabis Freedom Index

Changelog d7123ac

Keep India's pre-1985 score on the licensed excise baseline.

A score of 100 until the 1985 ban would treat state licensing and shop sale as if India had no cannabis rule. Bengal's 1793 licence and the limited 1896 excise act stay off the national line.
