# Cannabis policy scan — 23 October 2026

One new event was added, the 2025 Spanish decree was redated from the gazette,
Spain's medical context was updated, and the October supply step received an article.
Scores were not moved.

| Event date | Addition | Stage |
| --- | --- | --- |
| 17 October 2026 | First registered Spanish cannabis extracts lined up for about 50 hospitals | Company timetable. Logistics still being finished; not a confirmed first prescription. |
| 10 October 2025 | Existing decree entry redated and rewritten | In force the day after publication on 9 October. Signed 7 October. |

## Sources read

- [El Mundo, 17 October 2026](https://www.elmundo.es/salud/2026/10/17/6ad24320fdddff917d8b4598.html)
was opened and read. It quotes Curaleaf's regulatory director: CAN-1 and CAN-2
were registered in July, distribution to about 50 hospitals was imminent, and
the extracts could be in hospitals by the end of October. The same interview
says the preparations can already be offered to hospital pharmacies, while
supply still depends on finishing logistics. Payment is the company's
 expectation, not a ministry tariff.
- [El País, 17 October 2026](https://elpais.com/expres/2026-10-17/que-se-sabe-de-los-farmacos-con-cannabis-que-llegaran-a-los-hospitales-espanoles.html)
was opened and read for the THC-dominant and CBD-dominant split, and for its
statement that there is no precise count of how many of nine million people
with chronic pain will qualify. Its "next week" wording is the newspaper's,
and is not used as a delivery date.
- [Royal Decree 903/2025 on the BOE](https://www.boe.es/eli/es/rd/2025/10/07/903)
was opened and read, including the analysis block: signed 7 October 2025,
published 9 October, in force 10 October. Articles 7 to 9 and additional
provision 2 are the basis for specialists, hospital pharmacies and the
 later-rule clause for ordinary pharmacies.
- [AEMPS monograph FN/2026/FMT/043](https://www.aemps.gob.es/formulario-nacional/monografias/formulas-magistrales-tipificadas/fn_2026_fmt_043.pdf)
was opened and read for the oral solution, the four indications, the adult
dose ceilings and the paediatric CBD-dominant recommendation.

## Why the score stays

Spain's access score is already 3 because of tolerated clubs ("tolerated shops
or clubs, or easy medical access"). A last-line hospital solution is a hard
medical route. It does not make lawful supply easier than the clubs, so neither
the decree nor the October timetable takes a point. `medical` stays `limited`.

## Screened and not added

- The DEA judge's 22 October order, refusing to reopen the rescheduling hearing
and allowing briefs on the GAO report until 5 November, continues the stay
already recorded for 29 September. It changes no rule for users.
- Thailand's cabinet cannabis bill is already the 22 September entry.
- Massachusetts veterans' medical access was a House second reading on 21 October,
 still short of passage.
- Ohio hemp injunctions this month narrow relief for named companies. The orders
read do not support a single nationwide-style change to Ohio's hemp rules.
- Puerto Rico's 14 October committee report recommends a terminal-illness limit.
It is a recommendation, from a trade report, and was not added.

A Business of Cannabis piece of 21 October was read and not cited. It adds a
20 January monograph date, a 300,000-patient estimate and Supreme Court appeals
that the sources above do not establish.
