British Palestine's Dangerous Drugs Ordinance covers Indian hemp

description

The Mandatory government promulgated the Dangerous Drugs Ordinance of 1925, modelled on Britain's 1920 and 1925 Dangerous Drugs Acts.[@1] It outlawed the manufacture, import, export and possession of certain dangerous drugs, among them Indian hemp, and was amended in 1928, 1932 and 1936.[@1] Hashish kept flowing through Palestine from Syria and Lebanon to Egypt.[@1] It formalised a ban on hashish that the military government had announced in 1919.[@1]

# Research pass: Palestine 1925 Ordinance article; il/ps twins cited

Research checked on 26 October 2026. The 1925 Dangerous Drugs Ordinance —
Palestine's first full drug law — gains a properly-sourced article from
Ram's Chapter 2 (already read for the 1919/1936 passes), and both the `ps`
and `il` entries get per-sentence citations with sharpened locators. No
scores, profiles or timelines changed.

## What was verified (all sources actually read)

- Haggai Ram, Intoxicating Zion (SUP 2020), ch. 2 (local EPUB
  chapter0008, previously extracted and read): 1925 Geneva Opium
  Convention confirmation; metropolitan basis (1920 Dangerous Drugs Act
  and 1925 Act); manufacture/import/export/possession bans on opiates,
  coca, cocaine and finally Indian hemp; 1928/1932/1936 amendments;
  dead-letter verdict; Lebanon-Syria-to-Egypt transit corridor; 1919
  military warning as first reference.
- New `articles/palestine-mandate-ordinance-1925.md` (~330w body,
  4 sections, single book source). One mid-draft cut: a clause about the
  transit-legality question "staying open" was removed as overstated —
  Ram records the administration querying Whitehall, and the 1936
  ordinance answering with the transit offence.
- Entries `palestine-mandate-ordinance-1925` and
  `israel-mandate-ordinance-1925` rewritten with [@1] throughout;
  "Britain's Dangerous Drugs Acts" sharpened to the verified "1920 and
  1925" Acts; locator now chapter-split like the 1919/1936 twins.

## Verification and files

- `node -e` YAML load of changes.yaml clean before build.
- `npm run build`, `npm run history:test`, `npm run answers:test` green;
  rendered `/history/palestine-mandate-ordinance-1925/` citation marks
  checked.
- Commit limited to own work: the two 1925 hunks in changes.yaml, the new
  article, this note, via pathspec. Foreign staged/worktree files excluded
  and preserved.
