There is no legal way to buy cannabis. Adults buy illegally and use in private: possession remains a crime, with the first two offences fine-only and prison possible from the third.[@costings,lrc] Since 1 September 2026, eligible first-time adult cases can instead be referred to the Health Referral Scheme, at Garda discretion.[@hrs2026]
