Unlawfully possessing a small amount for one's own use, or attempting to acquire it, is a drug-use offence: a fine or imprisonment for at most six months.[@vks] The Police Board's summary fine table, in the instruction of 31 May 2024, lists hash and marijuana at up to 10 g.[@polguide] The ordinary fine is 10 day-fines, the range is 10 to 15, and continuous use is 15 to 20.[@polguide] [Finland created a separate lower-penalty drug-use offence in 2001.](/history/finland-summary-fines-2001/)

Chapter 50 section 1(2) criminalises cultivating or attempting to cultivate hemp for use as a narcotic or its raw material.[@criminal50] It is not a blanket offence covering all hemp growing.[@criminal50]

segments › enforcement › text

The drug-use offence can be dealt with by a summary fine.[@vks,polguide] The statute still allows imprisonment for at most six months.[@vks] [Finland created a separate lower-penalty drug-use offence in 2001.](/history/finland-summary-fines-2001/)

segments › sharing › text

Chapter 50 section 1(4) covers sale, brokering, transfer to another and other distribution or attempted distribution.[@criminal50] The ordinary narcotics offence carries a fine or up to two years in prison.[@criminal50]

segments › consumption › text

Unlawful use is the same drug-use offence, a fine or imprisonment for at most six months.[@vks] The small-amount limit applies to possession and attempted acquisition, not to the use itself.[@vks]

segments › access › text

No recreational source. Sativex, a THC/CBD mouth spray, may be prescribed by a neurologist for severe multiple-sclerosis spasticity; other cannabis medicines require an individual special permit and prescription.[@fimea,fimea_permit] [Finland began granting patient-specific medical cannabis permits in 2006.](/history/finland-medical-cannabis-permits-2006/)

context › production › text

No licensed production exists. The only approved cannabinoid medicine is centrally authorised, and medical flower reaches patients only through individual special-permit imports.[@fimea,fimea_permit]

Extremely limited: a mouth spray for multiple sclerosis as a last resort, and Dutch medical flower only through an individual special permit held by a small number of patients.[@fimea,fimea_permit,nordic] [Finland began granting patient-specific medical cannabis permits in 2006.](/history/finland-medical-cannabis-permits-2006/)

context › consequences › text

Drug-user fines are recorded in police registers and can affect security clearances, some professions and a driving licence.[@td,nordic]

context › planting › text

Finnish law punishes growing hemp only when it is grown as a drug.[@yle20] In 2020 the Court of Appeal of Eastern Finland overturned the conviction of a man who grew hemp to collect seed for breeding and had told the police beforehand.[@yle20] A criminal-law professor commenting on the case said selling seeds so that drugs are made … other purposes can be allowed; both professors quoted stressed that it was a single case.[@yle20]

context › driving › text

Under the criminal code a driver commits an offence if a narcotic is found in the blood at all, unless it comes from a medicinal product the person has a right to use; a second provision covers impaired driving.[@euda_dd] Police may stop at random and test on suspicion, with an oral-fluid test after a physical test and blood taken at a hospital or police station.[@euda_dd] The detection offence carries up to 120 day-fines or six months in prison, impaired driving at least 60 day-fines or up to two years, and the ban can last up to five years.[@euda_dd]

context › clubs › text

No clubs are known. A: a Europe-wide survey of cannabis social clubs carried out in 2018 and 2019 found, after online searches and contact with people in the field, that there did not seem to be any active club in Finland. Nothing, and nothing more recent than that survey was found.[@pardal20]

context › visitors › text

There is no legal recreational supply for anyone.[@vks] Unlawful use, or possession of a small amount for one's own use, is a drug-use offence: a fine or imprisonment for at most six months.[@vks] [Finland created a separate lower-penalty drug-use offence in 2001.](/history/finland-summary-fines-2001/)

context › black market › text

The EU drugs agency's statistical bulletin records 1,668 kg of herbal cannabis and 274 kg of cannabis resin seized in Finland in 2024, against 1,018 kg and 211 kg in 2023.[@euda_szr] Herbal cannabis was seized on 988 occasions and resin on 248.[@euda_szr] Plant seizures came to 10,373 plants.[@euda_szr] Countries record seizures differently, so the figures are not comparable across borders.[@euda_szr]

context › arrests › text

Statistics Finland counted 25,600 narcotics offences coming to the attention of the police, customs and border guard in 2024, 1,200 more than in 2023.[@statfi24] Of these, 17,100, about two thirds, were drug use offences, the lesser offence that covers use and possession of a small amount for one's own use; that was 1,600 fewer than the year before.[@statfi24] The clearance rate for narcotics offences was 89.5 per cent.[@statfi24] The figures are not split by substance.[@statfi24]
