history: add NZ 1928 and Colombia 1939 first-ban articles

NZ: new article on the Dangerous Drugs Act commencement (1 Jan 1928), verified against the as-enacted print (Wayback/ENZS copy; official host bot-blocks) plus NZLC R122 for the 1925 Geneva context. Colombia: entry upgraded from Wiki-only with Saenz Rovner (Cuadernos de Economia 2007) verifying the absolute 1939 growing ban, destruction order and trafficker sanctions via Resolucion 645 and the 1939 drug-traffic report; enriched description, related links, new article. No scores, profiles or timelines changed. Build 4273 pages, history:test 40/40, answers:test 37/37 on the shared tree. Stages only my hunk of changes.yaml; concurrent-writer edits left untouched. See docs/research/history-nz-1928-colombia-1939-2026-10-26.md.

Colombia restricts cannabis

description

The government absolutely prohibited growing and selling marijuana in 1939 and ordered existing plantations destroyed; violators were to be punished as traffickers in "drastic drugs" under the penal code.[@1] Health ministry resolution 645 of 18 September 1939, published that October, recorded the ban; the same month the ministry's own hygiene journal ran an American article calling marihuana "the weed which drives you mad".[@1] Measures against the plant had existed since the 1920s, and tightened the rules were tightened again in 1946.[@1,2]

# Research pass: NZ 1928 and Colombia 1939 articles

Research checked on 26 October 2026. Two article-backlog items cleared, both
first bans, both verified from sources actually read. No scores, profiles or
timelines changed.

## New Zealand 1928: Dangerous Drugs Act commencement (pop 5M)

New `articles/new-zealand-dangerous-drugs-commencement-1928.md` (416 words,
per-sentence citations, all three sources cited; history:test 40/40,
answers:test 37/37, build 4273 pages).

Sources actually read:

- The as-enacted Dangerous Drugs Act 1927, No. 18, via the ENZS Auckland
  reproduction on the Wayback Machine
  (`web.archive.org/web/2019/http://www.enzs.auckland.ac.nz/docs/1927/1927A018.pdf`,
added as a second law source): assent 11 November 1927; section 1
commencement 1 January 1928; section 9 licensing rule (licence from the
Director-General or other lawful authority, prior offenders need ministerial
approval); Schedule definition of Indian hemp (dried flowering/fruiting tops
of the pistillate plant with resin unextracted, plus resin, resin-based
preparations, extracts and tinctures). The official legislation.govt.nz URL
from the entry returns an empty 202 to non-browser fetchers, and NZLII
returns 403, so the archived print is the read copy; both URLs are cited.
- NZLC R122, Controlling and Regulating Drugs (2011): chapter 3 on the 1925
Geneva Convention adding cannabis/Indian hemp and NZ complying through the
1927 Act's licensing scheme; foreword on the Misuse of Drugs Act 1975 as the
later governing statute (used only for that framing, not for repeal
  mechanics, which were not verified).

## Colombia 1939: absolute cultivation ban (pop 53M)

Entry `colombia-restrictions-1939` upgraded from Wiki-only: enriched
description with per-sentence citations, added `related` links to the 1928
first law and the 1949 decree, and new `articles/colombia-restrictions-1939.md`
(377 words; both sources cited; rendered page shows both reference marks).

Source actually read:

- Eduardo Sáenz Rovner, "The 'prehistory' of marihuana consumption and
growing in Colombia between 1930 and 1960", Cuadernos de Economía, vol. XXVI
no. 47, Bogotá, 2007 (SciELO English version). Verified: authorities
noticed growing in 1925 (ports); measures since the 1920s; US 1937 Tax Act
and Anslinger/Kolb campaign as the pressure; Kolb's "Marihuana: the weed
which drives you mad" in the Revista de Higiene, September 1939; the
absolute prohibition (destroy plantations, violators punished as traffickers
in "drastic drugs"); Resolución 645 of 18 September 1939 (Diario Oficial, 6
  October 1939); Colombia's 1939 drug-traffic report (AGN-FMRE box 120, folder
  940) as the archival footprint. The 1949 decree's recall of the 1939
resolution is taken from that (checked, UN-sourced) entry per WRITING.md.

## Working-tree note (not mine, not committed)

While verifying, the tree gained concurrent edits from another writer: new
2025 entries at the top of `changes.yaml` (Paraguay, Malta, …), reflows/date
bumps in ~20 country files, two article edits (Samoa, Vietnam), new tests in
`scripts/profile-claims.test.mjs` (which moved answers:test from 27 to 37
passing), and `source-archive.json` growth. My commit stages only my hunk of
`changes.yaml` (via patch filtering) plus my two articles and this note, and
re-verified the build and both suites on the shared tree before committing.

## Still open

- ~60 estimated first bans; biggest needs ET, VE, CU, BO, CM (no primaries found).
- Backlog next: TN 1875 (single unread book source), SY 1943 / GT 1932 / UG 1902
(all Wiki-only, no readable primary yet).
- Pre-existing India chain warning untouched.
