context › research › text

Institutions and researchers need a licence to buy, supply, possess or use Table I cannabis for scientific work.[@l128] The Interior Ministry issues that licence after approval from the narcotics committee.[@l128] Researchers must record quantities, purpose, users and disposal, report annually, and keep the records and invoices for five years.[@l128] This handling route operates alongside the law’s separate cultivation prohibition.[@l128]

+Read the 2019 Gazette text, including aggravated offences in article 275, the medicines
+agency’s complete 2008 law PDF, SOCTA 2025 and the Commission’s 2025 report. Added the
+three-to-fifteen-year tier to possession, cultivation and supply, without changing the ordinary
+personal-possession band. Research now explains Interior Ministry licensing, committee approval,
+annual logs and five-year retention. Production remains none: scientific acquisition permission
+is separate from commercial cultivation. The audit’s permit-word warning is therefore retained
+and explained, with no errors. Added strategy, early-warning and seized-drug destruction events;
+the strategy uses the year supported by the opened 2025 retrospective report, not the month in
+a blocked 2024 page. The new article develops the existing national threat-assessment event.
+Original 1930 code and 2023 amendment contents were not recovered; no historical article was
+fabricated from the old Wikipedia anchors. The 2024 study was read but does not supply the
+1930 commencement claim. Existing three local words retained. All six scores unchanged.
+
+Kosovo validation: 196 tests passed. A build-lock collision was retried after the other build
+finished; all five pages then rendered and their HTML was inspected. Audit has zero errors and
+one explained scientific-licensing warning. Snapshot: `.cache/expansion-europe-4/xk-review/`.
