Vanuatu suspends a young cannabis seller’s ten-month prison sentence

Kaston Niawiye received concurrent ten-month sentences, suspended for two years, for possession, cultivation and sale of cannabis, plus twelve months’ supervision.[1] He had been eighteen when he sold rolls for an older relative; the court found no evidence that he grew his ten plants commercially or personally shared the sale proceeds.[1] The judgment applied the personal-growing guidance and distinguished low-level sellers from people cultivating cannabis for profit.[1]
