Vanuatu’s 1989 amendment replaced the general drug-offence penalty with a fine of up to VT100 million, up to twenty years in prison, or both.[1] The same general clause applied to possession, supply and cannabis cultivation.[1] Later appeal-court guidance directed judges to distinguish small personal grows from commercial operations when choosing a sentence within that wide range.[2]
