A separate law covering drug trafficking, consumption and possession was promulgated on 2 October 2012, almost a year after parliament approved it.[1] In the meantime, parliament had passed a new Penal Code covering many of the same offences with partly different rules.[1] A later judicial training manual argued that criminal penalties should follow the code, while the separate law continued to govern matters such as special procedures.[1]
