Guinea raises personal-use prison ranges but allows fines for trafficking

Personal drug possession and use carried six months to two years, a fine, or both under the new Penal Code, compared with two months to a year in the 1989 ordinance. Ordinary cultivation and trafficking carried ten to twenty years, a fine, or both, adding an explicit fine-only alternative to the earlier combined punishment. Prosecutors could still withhold prosecution after a user completed prescribed treatment.[1][2]
