history: score Fiji 1938 from ordinance text, close Bahamas and Laos triage

Fiji 1938 ordinance read via its UN filing (commencement, ss. 5/7/8 offences, s. 39 penalties): scored with import-ban aftermath as before, so the growing/possessing drop moves from 1905 to 1938. Bahamas 2026 licensing delay and Laos 2007 narcotics law closed as unscored with reasons.

unscored

Broad narcotics prohibition restating criminal-code coverage; penalty and user-band movement undocumented, and the 1925 estimate carries the scored drop.

# Fiji 1938 scored from the ordinance text; Bahamas and Laos closed

Research checked on 27 October 2026. Read `DATA-MAINTENANCE.md`, the Fiji,
Bahamas and Laos timelines with profiles, and the Fiji Dangerous Drugs
Ordinance as filed with the UN (E/NL.1948/45, downloaded and read).
No profiles changed.

## What changed

- `fiji-dangerous-drugs-ordinance-1938`: scored with
before {10,10,10,10,10,0} (the 1905 import ban's aftermath: only lawful
supply gone), per-sentence citations, penalty sentence added (magistrate
twelve months/£250; Supreme Court ten years/£1,000), and a locator on the
existing UN source. Chain now reads 1905 100→90, 1938 90→13: the
growing/possessing/selling offences carry the drop the import ban was
  holding alone.
- `bahamas-licensing-delayed-2026`: unscored (portal unopened, access
  stays 0).
- `laos-law-on-narcotics-2007`: unscored (broad restatement, movement
  undocumented, estimate carries the drop).

## Caveats recorded

- The 1886 Fiji Gunjah Prohibition Ordinance remains untraced; if found, it
may move the first restriction earlier than 1905 and re-base both entries.
- The 1938 enforcement level resolves to today's profile (enforcement 3,
reflecting modern guidelines); no later softening entry exists yet for the
2004 law, 2012 guidelines, 2022 hemp exemption or 2026 rewrite described in
the profile — genuine follow-up gaps, not invented here.

## Validation and tree note

- Chains `fj`, `bs`, `la`, `history:test`, `answers:test`, production build
  to be run before commit.
- Commit stages only these three hunks plus this note, via patch filtering
without stashing. Foreign work in the shared tree stays untouched.
