# Oman death penalty and unpaid supply, 23 October 2026

Issues #27 and #28. Scores were left unchanged. No new history event was added.

Royal Decree 67/2026 was read on Qanoon.om. It was signed on 3 September 2026, published in Official Gazette 1664 on 6 September 2026, and took effect the next day.

Article 37 punishes unauthorized import, export, production or manufacture of a drug in Schedules 1 to 4 of Group One, or Schedule 1 of Group Two, done in order to traffic, with death or life imprisonment and a fine of 35,000 to 60,000 rials. The same penalty covers growing, exporting or importing a Schedule V plant, or its seeds, for trafficking. Cannabis and cannabis resin are Schedule IV, item 8. The cannabis plant is Schedule V, item 1. Death is the only penalty for smuggling those things for trafficking, for a repeat of an article 37 offence, for an official charged with drug control, for using a person who lacks capacity, for taking part in an international smuggling gang, and for abusing authority, a licence or a legal immunity.

Article 38 sets at least fifteen years and a fine of 10,000 to 25,000 rials for possession, sale, delivery or transport in order to traffic, and for supplying a drug to a user for payment. Article 39 sets seven to fifteen years and a fine of 5,000 to 15,000 rials when the acts in article 38(3), 38(4) or 38(5) are done without payment. An unpaid transfer made in order to traffic can still be article 38(1). Article 41 sets one to three years and a fine of 1,000 to 5,000 rials for personal use and for growing for personal use.

Enforcement stays at 1 because the personal-use sentence is one to three years. Sharing stays at 0 because unpaid supply still carries seven to fifteen years. Gulf News and Hands Off Cain were not re-read for these sentences.
