+Research checked on 26 October 2026. Read `DATA-MAINTENANCE.md` and each

+
+The May 2019 Joint Chambers ruling on cannabis-light derivatives
+(30 May information note; judgment 30475 filed 10 July) was missing and
+is now `italy-cannabis-light-derivatives-ruling-2019`, sourced from IDPC
+and ADVANT Nctm and treated as unscored hemp-market context like the 2025
+flower ban. Everything else present: 1923 laws, 1934 decree, 1954 law,
+1975 modest quantity, 1976 confinement, 1980/1981 referendum validation,
+1982 ruling, 1988 import ruling, 1990 criminalisation, 1993 referendum,
+1998 prescribing, 2006 Fini-Giovanardi, 2007 decree, 2008 cultivation

+
+1830 Rio ban through 2026 cultivation rules all present, including the
+deep medical-cultivation arc (2016 first habeas corpus, 2017 Abrace,
+2020 Apepi) from Ribeiro's 2026 book. Wikipedia's "Pernambuco March
+2020 first licence" line does not establish an event distinct from that
+arc — no addition.
