Changelog 3f7afb0
history: record Romania 1928 and related dead ends
No entry or article changes: the Jogi-analogous routes for Romania 1928 (legal-medicine paper read in full, both Wikipedias via API, UN Digital Library index) yielded no usable ban text, and ANNO plus Finlex deep paths stayed blocked for Austria 1928 and Finland 1966. Nothing written from weak sources. Note preserves the negative results so future passes do not re-chase them. Index contains only this note; concurrent-writer files untouched.

No entry or article changes: every +source route tried this pass came back empty, and per the sourcing standard +nothing was written from weak sources. This note records the dead ends so +future passes do not re-chase them. + +## Romania 1928 (pop 19M, top actionable backlog item) + +- Romanian legal-medicine paper "Legal highs in Romania" (Gorun et al., + RJLM; fetched and read in full): covers ancient Dacian plants and 2010s + "legal highs" deaths only. No 1928 law history. Not usable. +- English Wikipedia (read via API): single sentence — "In 1928, Romania + established laws for countering narcotics, including hashish and its + preparations." No law name, number, or reference trail. +- Romanian Wikipedia "Canabis în România": empty extract (stub or redirect + target without usable text). +- Google-indexed UN Digital Library for a Romania-specific 1928 League + document: no relevant record surfaced. +- Earlier context (prior pass): UN Geneva archives hold League dossiers on + Romania, but navigation is French-language archival search with uncertain + digitisation — not yet attempted, lowest cost/benefit of the remaining + options. + +The 1928 instrument's identity (law name/number, Monitorul Oficial +citation) remains the blocker. Until it is found, neither the entry +(Wiki-only) nor an article can advance. + +## Also exhausted this pass + +- ANNO (Austrian newspaper archive) for 1928 narcotics coverage: connection + failed repeatedly; alternatively the ALEX gazette wall and RIS pre-1945 + gap stand. Austria 1928 domestic rules still unidentified. +- Finlex deep paths for the 1966 Finnish decree (treaty-series guesses, + search-API inspection): no usable endpoint found; decree number still the + blocker for a Finland 1966 article. + +## Standing open gaps (unchanged) + +Tunisia 1875 (Duvall book), Syria 1943, Guatemala Decree 1331, Uganda 1902 +ordinance, ~60 estimated first bans (ET/VE/CU/BO/CM biggest needs).
