# Research pass: US Virgin Islands 1937 Tax Act article and entry upgrade

Research checked on 26 October 2026. The territory's first cannabis ban
gains a properly sourced article built from the Federal Register executive
order read in full, plus a 1951 follow-up order; the entry is rewritten
with per-sentence citations and a locator. No scores, profiles or
timelines changed.

## What was verified (all sources actually read)

### Executive Order 7715 (Federal Register, 30 September 1937; via govinfo)

- Roosevelt's order, signed 26 September and filed 29 September 1937:
 section 15 of the Marihuana Tax Act (approved 2 August 1937, Public
 No. 238, 75th Congress) directed presidential implementation in the
 Virgin Islands. Mainland-mirror administration (finance commissioner for
 internal revenue collectors; governor for the narcotics commissioner).
 From 1 October 1937, importing, manufacturing, producing, compounding,
 selling, dealing, dispensing, prescribing, administering, giving away or
 acquiring marihuana without compliance was unlawful. Registration with the
 finance commissioner; annual special taxes each July; 2-cent order forms;
 Treasury-supplied transfer-tax stamps; mainland exemptions carried over;
 governor's regulations to follow Treasury's as far as applicable;
 inspection powers.
- New `articles/us-virgin-islands-marihuana-tax-act-1937.md` (357 words,
 3 sections, both sources cited; links /country/vi/). Entry rewritten
 with the signed date and mirror-administration detail, locator added.

### Executive Order 10250 (American Presidency Project, read)

- Truman, 5 June 1951, section (f): the president's Virgin Islands
 marihuana registration/tax powers (26 U.S.C. 2554(b), 2603(b)) delegated
 to the Secretary of the Interior in consultation with the Treasury.
 Used only for the article's closing paragraph; the 1951 entry itself was
 left untouched.

## Dead ends recorded, not forced

- No article-length material beyond the two orders was sought; mainland
 Tax Act politics (Anslinger etc.) deliberately excluded as out of scope.
- Yugoslav 1929 code text still unrecovered (pravo.hr serves HTML to
 scripts). Cameroon already has its 1926 French decree; Cuba comprehensively
 covered by the 25 October pass; Ethiopia 1930 provisions still missing.

## Verification and files

- `node -e` YAML load of changes.yaml clean (run before build).
- `npm run build`, `npm run history:test`, `npm run answers:test` all green;
 rendered `/history/us-virgin-islands-marihuana-tax-act-1937/` citation
 marks checked.
- Commit limited to own work: the USVI hunk in changes.yaml, the new
 article, this note, via pathspec. Foreign staged/worktree files excluded
 and preserved.
